The Constituent Assembly of the ZHK was held on September 22, 1992 in Banská Bystrica. At this assembly, 122 chief inspectors of towns and villages of the Slovak Republic gathered. 

The cooperation of the chief inspectors of towns and villages up to this date was more or less sporadic and was based on personal contacts and individual initiative of the chief inspectors, especially in larger villages and cities according to individual regions. The largest such event before the constituent assembly was a meeting initiated by the chief controller of Bratislava RNDr. Ladislav Záhumenský, which took place in 1991 in Poprad and Bratislava. About seventy chief inspectors of cities and municipalities took part in these meetings. RNDr. Záhumenský was the initiator of the idea of establishing the association of chief inspectors (hereafter ZHK), which was subsequently joined by other chief inspectors from larger cities and towns throughout the country. They were: 

RNDr. Ladislav Záhumenský - Bratislava, Ing. Ladislav Fúska - Nitra, Ing. Pavol Spišiak - Banská Bystrica, Ing. Richard Hojer - Košice, Ing. Mária Tedlová - Malacky, Ing. Marta Tóthová - Trenčín, Ing. Jozef Sloviak - Žilina, Ing. Mária Čenščáková - Poprad, Ing. Jozef Kukučka - Žiar nad Hronom, Ing. Miroslav Klochan - Lučenec, Ing. Emil Olejár - Bardejov, Ing. Iveta Róobová - Rožňava These chief inspectors also formed the first coordination committee of the ZHK. 

It is no longer possible to present a complete picture from the sporadic organization and development to the establishment of the association. However, we can state with certainty that activities in this area have been active since the law on municipal establishment, i.e. since 1991. According to the then valid Act no. 369/1990 Coll. on the municipal establishment, the appointment of the first chief inspectors of cities and municipalities, who were in fact pioneers in the control of self-government, was established. This law, in provision § 18, clearly defined the position of the chief controller within the self-government by declaring the basic principles and competences of his operation. It was only a natural effort of the chief inspectors to ensure the inspection its corresponding and dignified place in the organizational structure of the self-government. Because it was control built on new democratic principles, it was necessary to urgently find and consolidate its position within the self-government. 

These tasks could only be ensured by an organized community, which would be a status organization bringing together people dealing with the theory and methods of control activity and their applications . The most optimal form at that time appeared to be a civil association, which, in addition to chief inspectors professionally performing inspection activities, could also bring together experts dealing with legislation in this and related areas, as well as citizens of the Slovak Republic who are interested in actively participating in this activity. The mission and goal of the association was mainly:

• ensuring the corresponding public, professional, work and social status of chief inspectors of localities and municipalities and workers of such departments, mainly through legislation as well as by creating opportunities to increase their qualifications in the form of education,
• support of an independent, objective and qualified procedure in the performance of control activities,
• using citizens' suggestions, comments, suggestions and complaints as well as own knowledge for efficient performance and effective control focus,
• assisting the out-of-court protection of the rights of ZHK members,
• providing information to members,
• cooperation with professional institutions at home and abroad.

Despite the fact that the constituent assembly was held only in 1992, it can be stated with certainty that organized cooperation and mutual exchange of experience has existed for ten years. The Constituent Assembly only formally legalized the existing situation, according to which it was possible to further consolidate, develop and improve the quality of the association's activities. 

In the following year, in cooperation with the Methodology Department of the Department of State Administration Control and Complaints of the Government Office of the Slovak Republic, the Rules of Control Activity in Municipal Self-Government were issued. published in Public Administration no. 3. 

During the following years, the association became known to the professional public, consolidated its position in the local government and became an equal partner to other institutions within the local government. 

Thanks to the initiative of individual members as well as the entire association, partnership relations and initiatives with other institutions within the local government , central state administration bodies, the Supreme Audit Office of the Slovak Republic and with the foreign institution EURORAI, which we continue to strengthen and develop.
